Together Cards Balanced for 0.1 Time

Makes together cards faster for 0.1 Storyteller time setting, new cards every minute for balanced time and conversations. What this does: - Changes the default time it takes to get the together cards bar filled to 1 minute instead of the default. - Changed reusability of cards from default to 5 minutes.
