Children and Pre-Teens can help with toddlers

A simple mod that allows children and pre-teens to help take care of toddlers, a minor tweek also now allows pre-teens to cook! I am by no means a professional modder, but when doing my family gameplay I found it very frustrating that my pre-teen in particular couldn't cook or take care of the toddler in the house at all, so I made a few tweeks in the control panel and thought others would appreciate it as well.
